They only include Netflix originals.

Netflix probably has an unprecedented amount of data about the taste of the American–and worldwide–public. They have more than a hundred million users around the world who are clicking and streaming their data right into Netflix's hands. The streaming giant has decided to reveal a small amount of these stats to us today, albeit in a highly promotional form.

The company put out a press release on their site that tabulated "the series, shows and stars we binged, rewatched and fell in love with in 2018." What they mean (and what they mention later in the fine print) is that these are the binged, rewatched and loved shows and movies that are also all Netflix originals. As Netflix puts it "ranking on this list has no relation to overall viewing."
