Vermont Becomes First State To Legalize Recreational Pot Through Legislation

Just yesterday, Vermont became the ninth state to legalize marijuana for recreational use, and the first to do so through legislation. The state's governor Phil Scott signed into law a bill that effectively decriminalizes weed possession up to one ounce, while also eradicating penalties for nurturing up to two mature pot plants, or four immature ones. 

What is most notable is that after many failed attempts, Vermont became the first state ever to regulate recreational marijuana use through legislation and not ballot voting. A similar bill was proposed just last year, but Scott effectively vetoed it because it lacked an appropriate penalty for the sale of weed to minors. The bill also initiated a study on how to transform Vermont into a viable consumer market for marijuana, which the state's lawyers have not fully devised a plan to achieve as of yet. 

In a statement to Vermont's General Assembly, Scott notes how "today, with mixed emotions, I have signed H. 511." The governor also explains that "I personally believe that what adults do behind closed doors and on private property is their choice, so long as it does not negatively impact the health and safety of others, especially children."

However, Scott also adds that he will not yet establish a legal marijuana market until the legislature has elucidated any concerns regarding driving safety as well as impeding the sale to minors.
